Combine 2 cup refined flour, 1/4 Tsp baking soda, and 1/2 Tsp fennel seeds.

Integrate warm 5 Tbsp clarified butter (Ghee) into the flour, ensuring absorption.

Gradually incorporate 1/2 Cup room temperature milk, creating a stiff dough.Allow dough to rest 15 minutes.

Dissolve 1 Cup sugar in 1 Cup water to form the base for the sugar syrup.

Boil the syrup until it reaches an oily consistency.

Add 1 Tsp lemon juice and 1/2 Tsp green cardamom powder, enhancing flavor.

Spread and fold the dough like an envelope, repeating the process six times.

Cut the layered dough into small square pieces.

Mildly heat Ghee and fry Balushahi pieces over low heat until they turn golden.

Drop the fried Balushahi pieces into the warm sugar syrup immediately.

Step 10

Allow the Balushahi to soak in the sugar syrup for about 20 minutes.
