Mix 4 cups of refined flour, 1/3 cup of milk powder, and 1 tsp of salt together.
Make a well in the dry mix, add 2+1/4 tsp of dry instant yeast and 2 tbsp of powdered sugar. Dissolve them in 1+1/4 cup of hot water.
Combine the yeast mixture with the dry ingredients, kneading it into a soft, sticky dough. Knead on a kitchen counter for 10-12 minutes.
Allow Proofing: Place the dough in a greased bowl, cover it with plastic wrap, and let it proof in a warm place, like an oven, for 2 hours.
Mix 2 tbsp each of cinnamon and granulated sugar. Grease a bread tin, sprinkle with flour.
After proofing, knead and punch the dough for 5 minutes. Roll it into a half-inch thick sheet spreading butter.
Sprinkle the cinnamon-sugar mix, and add raisins. Roll the dough into a log.
Put the dough log in the prepared bread tin, seam side down. Cover with plastic wrap and let it sit for 1 hour.
Mix 1 tbsp sugar and 1 tsp powdered sugar. Brush this mixture over the dough for a golden crust.
Bake at 180°C for 35-40 minutes. Cover the baked bread with a damp cloth for a soft outer crust.
Demold and slice to enjoy soft cinnamon raisin bread.
